Règlement Intérieur du Concours de Policy Papers

1. Objectif du concours

Ce concours est organisé par le Think Tank du Tunisia-Africa Business Council (TABC). Il vise à encourager la réflexion stratégique et l’innovation sur les grands enjeux de la transformation industrielle en Afrique.

2. Thématiques

Les Policy Papers doivent impérativement traiter l’une des problématiques suivantes:

• Industrialisation durable et chaînes de valeur africaines
• Innovation technologique et digitalisation industrielle
• Développement des corridors logistiques et intégration régionale
• Financement de l’industrie et rôle de la finance de développement
• Transition énergétique et promotion d’une industrie verte
• Inclusion, formation et emploi dans l’industrie africaine

3. Critères de participation

• Le concours est ouvert à toute personne physique ou morale, sans restriction de nationalité ni de résidence. Toutefois, une priorité sera donnée aux chercheurs et Think Tank africains. 
• La participation peut-être individuelle ou en équipe (3 maximum).
• Les Policy Papers doivent être originaux, rédigés en français ou en anglais, et n’avoir jamais été primés ailleurs.
• Une seule soumission est autorisée par candidat ou équipe.

4. Format et soumission

• Longueur : entre 6 000 et 10 000 mots (hors annexes et bibliographie)
• Structure attendue :
  • Résumé exécutif (max. 300 mots)
  • Short Bio de(s) l’auteur(s)
  • Introduction et problématique
  • Analyse et état des lieux
  • Recommandations politiques concrètes
  • Conclusion
  • Bibliographie et annexes éventuelles
• Les soumissions doivent être envoyées au format PDF, accompagnées d’une fiche d’identification (nom, prénom, institution/organisation, contact, titre du papier, thématique sélectionnée).
• Les envois divent se faire dans les délais, par email à mondher@khanfir.info avec copie à communication@tabc.org.tn , mentionant pour objet : FITA 2026 Policy Paper Contest _Nom de l’auteur _ Titre

5. Critères d’évaluation

Les Policy Papers seront évalués selon les critères suivants :

• Pertinence du sujet par rapport aux thématiques ciblées
• Originalité de l’approche et innovation des recommandations
• Rigueur de l’analyse et qualité des sources
• Clarté, structuration et qualité rédactionnelle
• Faisabilité et impact potentiel des propositions

6. Jury

Le jury sera composé d’experts du Think Tank TABC, de partenaires institutionnels et d’intervenants du FITA. Les décisions du jury sont souveraines et sans appel.

7. Prix et valorisation

Les cinq meilleurs Policy Papers (un par thématique) seront primés lors du FITA 2026. Les lauréats bénéficieront :

• D’une présentation officielle lors d’une session dédiée,
• D’une publication sur les supports du TABC et du forum FITA.
• D’un appui pour la valorisation de leurs recommandations auprès des décideurs

8. Calendrier

• Lancement de l’appel à contribution : 01/10/2025
• Date limite de soumission : 31/12/2025
• Annonce des résultats : 01/02/2026
• Présentation et Cérémonie de remise des prix : les 28 et 29 Avril 2026 à Tunis lors du FITA 2026  

9. Dispositions diverses

Les organisateurs se réservent le droit de modifier le règlement ou d’annuler le concours en cas de force majeure.

Toute participation implique l’acceptation pleine et entière du présent règlement.

Official Rules – FITA Policy Paper Competition

1.Internal Rules of the Policy Paper Contest

1. Purpose of the Contest

This contest is organized by the Think Tank of the Tunisia-Africa Business Council (TABC). It aims to encourage strategic thinking and innovation on the major challenges of industrial transformation in Africa.

2. Themes

Policy papers must address one of the following topics:

• Sustainable industrialization and African value chains
• Technological innovation and industrial digitalization
• Development of logistics corridors and regional integration
• Industry financing and the role of development finance
• Energy transition and promotion of a green industry
• Inclusion, training, and employment in Africa’s industry

3. Eligibility Criteria

The contest is open to any natural or legal person, with no restriction on nationality or residence. However, priority will be given to African researchers and think tanks.
Participation may be individual or in teams (maximum of 3).
Policy papers must be original, written in French or English, and must not have won awards elsewhere.
Only one submission is allowed per candidate or team.

4. Format and Submission

• Length: between 6,000 and 10,000 words (excluding appendices and bibliography)
• Expected structure:
  • Executive summary (max. 300 words)
  • Short bio of the author(s)
  • Introduction and problem statement
  • Analysis and state of play
  • Concrete policy recommendations
  • Conclusion
  • Bibliography and any appendices

Submissions must be sent in PDF format and include an identification sheet (name, surname, institution/organization, contact details, paper title, selected theme).
Submissions must be sent within the deadlines by email to mondher@khanfir.info with a copy to communication@tabc.org.tn, with the subject line: FITA 2026 Policy Paper Contest_Author’s Name_Title.

5. Evaluation Criteria

Policy papers will be assessed according to the following criteria:

• Relevance of the topic to the targeted themes
• Originality of the approach and innovativeness of recommendations
• Rigor of analysis and quality of sources
• Clarity, structure, and writing quality
• Feasibility and potential impact of the proposals

6. Jury

The jury will consist of experts from the TABC Think Tank, institutional partners, and FITA speakers. The jury’s decisions are final and not subject to appeal.

7. Awards and Recognition

The five best policy papers (one per theme) will be awarded during FITA 2026. Winners will receive:

• An official presentation during a dedicated session,
• Publication on TABC and FITA platforms,
• Support to promote their recommendations to decision-makers.

8. Timeline

• Call for contributions opens: 01/10/2025
• Submission deadline: 31/12/2025
• Results announced: 01/02/2026
• Presentation & Awards Ceremony: 28–29 April 2026 in Tunis during FITA 2026

9. Miscellaneous Provisions

Participation implies full and unconditional acceptance of these rules.
The organizers reserve the right to amend the rules or cancel the contest in the event of force majeure.
